The UAE has formally established its path toward carbon neutrality through Federal Decree-Law No. 11 of 2024. Major emitters are required to reduce emissions, while non-compliance may result in fines of up to AED 2 million.
OASIS offers a market-ready solution that can be implemented nationwide — from affordable housing and schools to government buildings and residential clusters. Our technology is not a pilot project, but a scalable model for all emirates and the wider GCC region.
Passive House not only exceeds the Al Sa’fat Platinum standard in Dubai, but also the requirements of Estidama 5 Pearl in Abu Dhabi. The OASIS project creates a unified energy-efficiency platform designed for rollout across all seven emirates of the UAE:

  • Abu Dhabi — the capital and the largest emirate by area
  • Dubai — the most prominent and densely populated emirate
  • Sharjah — the cultural capital
  • Ajman — the smallest emirate
  • Fujairah — known for its beaches and mountains
  • Umm Al Quwain — the least populated emirate

A single standard for all emirates — from Dubai to Abu Dhabi — enables seamless integration into local building regulations and sustainability programmes. The project is also designed to scale across the GCC (Saudi Arabia, Kuwait, Qatar, Oman, Bahrain), Central Asia (Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan), and Mongolia.

The land plot is currently under review and registration with the Dubai Land Department (DLD).

Strong investment appeal and a strategic location.

Through its status as an official partner within the PHI consortium, PHPM ensures full compliance with the global standard as the model scales across Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan), the GCC (Saudi Arabia, Kuwait, Qatar, Oman, Bahrain), and Mongolia.

The Green Mahalla of New Uzbekistan pilot project will become the first step toward establishing a regional Passive House Hub.

PHPM is transforming Central Asia and the Middle East into a unified market for energy-efficient technologies, where the Passive House standard becomes a key benchmark for new residential development.
Scaling Up: A Regional Passive House Hub
Each cluster of 50 Passive House homes reduces CO₂ emissions by 600 tonnes per year. These are ready-made carbon units that support commitments under the Paris Agreement.
HEPA filtration removes up to 99% of PM2.5 particles, helping address the problem of winter smog in Central Asia and Mongolia.
Passive homes equipped with solar panels export surplus energy, reducing pressure on public power systems.
The government provides the land, while the consortium (PHPM + PHI + investors) delivers financing, construction, and operations.
